Pre-ascension, there’s only so much you can do with your build. (This will be a PvP build guide.)
SKILLS
Initiate:
Heavy Blow
Vigilance
Tier 1:
Wanderlust
Helping Hand
Then whatever else to get 24 points, probably Mysterious Mirror as well.
Tier 2:
Charge
Faithful Defender
Ice Aptitude (1 or 6 points)
Refined Vigor (1 or 8 points)
Maybe Crescent Moonblade or Bladebreaker, but not ascended… eh.
Tier 3:
Whatever you want to get 24 points. Probably Air Shield and the passives. Frenzied Edge, maybe.
Tier 4:
This is pretty much the only place where a build (might) be slightly different. Magnificent Spirit and Nameless Way obviously, and whatever else you want. That 1 point I put into the array is just to get 24 points.
EDIT: With the changes that are coming with Deep Freeze, you should probably max this too.
Tier 5:
Maxed.
Basic Skeleton of all Pre Ascended Builds:

The "in-depth introduction" to the skill sticky also provides a lot of good things that can help you decide what you may want to do with your build.
The sticky I’m talking about: http://jd-forum.perfectworld.com/showthread.php?t=62001
TOMES
Jadeon tome builds can vary a lot, depending on what you might want. I just generalized two ways you MIGHT want to make your build.
(Just remember, you want to make a tome build that aids your skills. I’ve seen some noob builds that put points into skills they don’t even have
)
Shield oriented tome build:

Why:
Nameless Way, Air Shield, Ice Aptitude, and Faithful Defender tomes are maxed.
Blade Consciousness is also maxed to reduce cooldowns on Ice Aptitude, Faithful Defender, and Air Shield.
Medicinal Herbs also has points put into it for crit shield. This is why all of the points not put into Nameless Way are put into the Virtue page. (If you don’t care about Nameless Way tomes and put every single tome point into the Virtue page, you will have close to 100% crit shield.)
AOE oriented tome build:

Why:
This tome build is COMPLETELY AOE oriented. It’s basically sacrificing shields and other things for AOE’s.
All that good stuff like Heaven’s Howl, Flameheart, Raging Blizzard, Raging Thunder, and Obscura are maxed.
You will have 6 points left over. (That’s about enough for spammable charge, Atmos Matter, or whatever else you feel like putting those in.)
Hybrid build:
Hmm… what can I say about hybrid tome builds. They tend to have a lot of flaws if you don’t do it right. By that, I mean that some of the skills only get a half-*** effect when they could’ve gotten a really nice effect had it not been a hybrid build. That is why I really can’t think of one. It’s hard to choose which tomes you want. My advice would be to just draw from the two builds above and mix and match.
One possibility might be this:

but once, again, the flaws with this might include the fact it doesn’t have points in any Nameless Way tomes, Flameheart, Flashbang isn’t maxed, etc.
Things that not many people do, but you may consider doing…
Maxing Frozen Curse. The slow effect lasts 12 seconds when it is maxed, and it slows them by a considerable amount as well. But it must be maxed, otherwise you’ll just get a half-*** slow that isn’t that great.
Maxing and toming Bladebreaker. Tomed and maxed, you get a 59% chance of draining all of the targets SP in one shot.
Toming Five Thunders. This will give you an AOE that has a 30% chance to remove one positive effect (40% with a charm). Not bad.
Maxing and toming Rage of Tireseus. Like Frozen Curse, this will be a lame skill if it isn’t maxed and tomed. Maxed and tomed, this skill will deal a paralyze effect of 266 that lasts 12.7 seconds. Very VERY nice. (There’s a reason why the cooldown is 60 seconds.)
