I thought it might be helpful to have a guide to help decide which licenses to put on weapons but couldnt find one. I used the quest list on Fiesta Wiki when I was deciding what lics to use and thought I’d share what I think by writing my first ever guide for anything….. ever. I’m not entirely sure about the nessessity for such a guide but I wanted to write it anyway
The following list is what I have determined to be the most useful from my own experience (with a little memory jogging from Fiesta Wiki http://www.fiestafan.com/wiki/Licenses ^^).
I have based this on things like ease of mobbing (are there lots grouped together with a good spawn rate? ie Keebings at LS1 or Wearbears at GC), repeatable quests(crit bonus aside, are they useful to another player who inherits the weapon they are attached to? ie. a complete Speedy Boogy license is more useful in terms of questing than a complete Mini Pinky license), collateral kills (are you killing a certain mob for a quest but there is another in the area that your likely to have to kill a lot? of ie. Torturers and Prisoners). Also I have highlighted the names of mobs that I am suggesting in case someone just wants to skim read and get the info they need quickly.
These are suggested "sets" of licences with the single license I found to be the most useful in each marked by a *… Note that licences up to and including the Mara Pirate lics dont give a crit bonus for being completed and have little value other than a small added damage to the mob they are for (thanks to autarchaurzel for pointing that out )
*Realize your kills will only count if your "monsters" level is 5 lower or 20 higher than "your own" level. So if you are lvl 39 killing a Wild Desert Archon (level 33) it will not go toward your license; Or if you are level 16 killing a Ghost (level 37) it will not go toward your license (thanks to wallmaster for this )

Level 1 ~ 7 Or "What are all those mushrooms?"
Just 1 license for these levels and with only 9 IMP kills needed to complete it you may as well but by the time you’ve read this sentence your probably already level 8.

Level 8 ~ 14 Or "HELP!!!!! That blue crab is bigger than the rest and it’s chasing me!!?!"
Again these levels will pass you by quite quick but this time there are licences to be done if you so desire. There is repeatable quests for BOOGYS and RATMEN, both can be found in abundance in Forest of Mist. In the same spot as the RATMEN there are also the BOARS, though probably slightly less desirable than the others, but if your killing the RATMEN for a license the BOARSare there for the taking too. Being as these are the only licenses available though there’s no choice.
BOOGY + RATMAN* + BOAR

Level 15 ~ 19 Or "Did I just get attacked by a book?"
The 3 Mara Pirate licenses are very easy to do, MARA PIRATE, MARA PIRATE SAILOR and MARA PIRATE ELITE and a lot of the quests will have you killing these, a perfect spot for these three is at Sand Beach G-H-I/5-6. The later quests move you into LS1 where you will kill quite a lot of KEEBINGS, JOKER KEEBINGS and GRAVE ROBBERS and when complete these add 1% crit to the weapon making them superior to the mara lics. Also with the later levels starting to touch on a little grinding you will find your self calling LS1 home for a little while.

Level 20 ~ 29 Or "I hear the streets of Elderine are paved with gold…. *cue disappointment*"
Congratulations you have passed your job change quest and you have won…. *drum roll*….. A holiday to Moonlight Tomb… That’s right you’ll be whisked away on a safari of a lifetime to see BATS and SPIDERS in their natural glory and might be lucky enough to catch a glimpse of an elegant ICE VIVI while you peacefully soar along on your shiny new mover.
The ICE VIVI quest is repeatable for decent experience and theres some nice spots where they spawn alongside SPIDERS andBATS both of which you will quest for more than once. Ok some may argue the MARLONE MEGATONS and MARLONE ARCHERS are just as useful and take less kills to complete but the earlier part of these levels will pass by quite quickly and the grinding starts at MT.
BAT + SPIDER + ICE VIVI*

Level 30 ~ 39 Or "I HATE HOBS, GHOSTS AND BONE IMPS"
I went for HOBS, GHOSTS and BONE IMPS…. Why? If you haven’t done these levels yet you’ll see…. If you have done these levels you already know. I went delirious in the small hours once while doing the repeatables at Vine Tomb… Oh the inhumanity.
Another direction is MAGIC STAFFS, FLYING STAFFS and ZOMBIES though I think overall I killed a lot more of the first mobs than I did of the Latter.
HOBS + GHOSTS + BONE IMPS*

Level 40 ~ 49 Or "You’re a vegan?"
At the first opportunity get yourself a WEARBEAR license, this is a must. There is a good easy repeatable for them which seems to always have a rolling party on the East side of Goblin Camp and the respawn rate is fantastic. There are a few others to chose from for the other 2 slots. GOBLINS, GOBLIN MAGES, GOBLIN CAPTAINS, GOBLIN SWORDSMEN and PROCKS are all pretty decent though the PROCKS and GOBLIN MAGES tend to be a little harder work to complete because they are ranged attackers which makes mobbing them for AoE a little trickier. If you have the patience PROCKS is the best of the two but I find it easier to stick with the melee attackers when doing lics. With this in mind I recommend GOBLIN CAPTAINS for the decent repeatable collecting their drops and GOBLINS because you will kill a lot as collateral.
WEARBEAR* + GOBLINS + GOBLIN CAPTAINS

Level 50 ~ 59 Or "Horizontal stripes are soooo last year"
There are a lot to choose from in Collapsed Prison and Scaffold Execution Ground but VAMPIRE BATS and PRISONERS are probably the most useful as both have good repeatables and seem to get almost everywhere. For the remaining slot you haveTORTURERS, HARKANS, WEAKENED OGRES, KING COLLS and LIGHTNING VIVIS. Again the LIGHTNING VIVIS pose the ranged attacks problem. TORTURERS tend to be grouped alongside PRISONERS making them a decent choice but the path in Scaffold Execution Ground between the gates to Collapsed Prison and Uruga has mobs that group by themselves making them efficient in terms of license completing. First are HARKANS, then WEAKENED OGRES and nearer the Uruga gate are KING COLLS. Any of these three I would recommend but the KING COLLS give the best exp and so that is what I chose.
There is one thing about grinding along this path though that can be an advantage or a disadvantage… people going to Uruga tend to ride along it on their movers and pull a huge train along behind them. Try not to get in the way of the train if your solo but if your in a party it’s like having the mobs delivered right to you and can save a lot of time.
