Stat Build
Oora : Strength + 3
Unda : HP + 20, increased recovery rate of HP/MP
Windu : Intellect + 1, Resilience + 1
Pyra : Intellect + 3
Erda : Strength + 1, Defense + 1
Your primary stat is going to be Erda Affinity because
1. You are the primary tank. This is the only stat that gives you an increae to Defense
2. All your skills (apart from the 1st one at level 3) are Erda types skills***
Your Erda Affinity should be maxed (which is a value half of your level rounded up) to give you the best boost in defense at every 5 level interval.
Assuming that you do have Erda Affinity maxed every 5 levels, you still have 2-3 points left to add in. Below i have suggested a few builds:
Full Tank:
This build will maximize your tanking capabilties
With your Erda Affinity maxed, left over points will go into Unda Affinity, giving you an extra 20 HP per point. This build allows you to take the hits….for a long time
Damage Dealer:
This build will maximize your fighting capabilities
Again with maxed Erda Affinity, left over point will go into Oora Affinity, giving you an extra 3 strength per point. now you can take the hits and give it back at the same time
Hybrid Build:
This build is really the "in between" build and goes to your own personal playing style, but keep in mind that Erda Affinity should be maxed.
Your left over points will then go into either Unda Affinity or Oora Affinity. Example: If you feel that you are taking too many hits and need to rest too often, you may want to add more into Unda Affinity. Then after a while you feel that you aren’t doing enough damage and not killing fast enough, you can then add in some more Oora Affinity
Full Tank vs Damage Dealer
Full Tank at Level 100
Erda Affinity – 50 > +50 Strength, +50 Defense
Unda Affinity – 50 > +1000 HP
Damage Dealer at Level 100
Erda Affinity – 50 > +50 Strength, +50 Defense
Oora Affinity – 50 > +150 Strength
as you can see there is a massive difference in HP/Strength. However the lack in strength for a full tank can be made up for in embedding gems/jades into your gear. The best possible increases you can get for a strength jade is +40 strength per jade so it would be fairly easy to make up for lost strength. There is however no gems/jades that will give you extra HP, but imbuing gear does give small bonuses to HP

** i will list the Dragoon specific ones when i can**
Birthday Skills
Birthday skill are up to you really, but as a general rule, you may want to get a taunt skill since Dragoons don’t actually have one. You may also want something for crowd control, either for killing or just because you’ve accidentally pulled too many mobs and need time for heals. Damage/Defense/HP buffs are always good too.
Its best you get an understanding of what skills you will get before deciding on the Birthday skill in my opinion, no point in having two skills that do the exact same thing
***Skills maybe listed down as "spells" and in most game spells need "int" as their primary stat. I think that ESO is a bit different and uses an elemental affinity in the calculation of skill damage (can be seen in some of the healing skill on birthday skills list).***
*Note that i am not a high level player and at the time of writing this guide I have a Level 16 Dragoon*
Alrighty, that’s all from me for the time being. i will keep this updated when I can.
