I haven’t seen many of these around, so I’m going to attempt and make a semi-decent ranger guide. Here goes. xD
Rangers are specialists at distance. Besides Conjurers, they have the longest range of all classes, which only increases as you level. This is not only good for PVE activities such as kiting/farming, but later on if you are interested in PVP, rangers can be good at that too with practice.
Build:
Rangers are one of two classes that have no choice in their builds. All rangers should be unda/widu. All class skills are either unda or widu, nearly equally.
Most rangers, including myself chose endurance and defense for stats. Rangers are not high in the attack or critcast range, so I chose that to buff up hp and def/resist/resil.
As a new ranger, I personally would say to focus on unda. Until you get into PVP, this is your best bet (cheaper items, save unda chain)
Fuse Pet:
Rangers have it easier in the early levels with fuse pets. The cheapest and most common fuse pets available are unda/resilience/accuracy pets, and what’s better is most of them are beastkin (unda is most common in beastkins type mobs). Fierce combat types are the ones you want for a fuse pet.
[Later on, if you chose to get involved in PVP, your build may change slightly, leaning more toward widu, as these can help combat dragoon's erda (which will pwn your unda xD). Also all of your curses are widu, so higher widu will help make those more affective.]
In case of the above, you may want to find a widu/resil/acc pet, which can be harder to find and more expensive, but worth it in the end.
Gear:
RESO – As far as resonancing, which I personally didn’t do until my 90s, always go unda. Unda has the most affective bonuses for rangers. Widu is shaman-based.
NECKLACE – If you chose to get an affinity necklace, you can either go Unda or Widu. I got an unda one, b/c I was PVE based, but higher level rangers might want to go Widu.
RINGS – most rangers I have seen shoot for 3-star int rings. I however chose resil b/c it was cheaper. I find the extra resilience useful sometimes, but I plan to get 3-star int rings instead when I can afford them. Either one works, really.
SIGNETS -

lvl 90+ There are three sections int he center of your signet area in which to place specific class signets. I reccomend a Glow Signet (increases range), a Snow Signet (increases your AOE’s dmg by 5%), and a subclass signet (need recommendations for this). Thunder Signets increase the Marksman AOE dmg by 10%, Rain Signet decreases cooldown of Marksman AOE by 5 seconds, and Flower Signets reduce the cooldown of the Seeker "slap aoe."
Apart from these class signets, I would personally make a set of PVE and PVP signets (this can be applied to any class, really).
PVP: These signets should be about INT and RESIL. Erda and Unda signets tend to be better in this area. Erda also has this nice thing called +movement speed, which can come in handy in tight situations. A good oora sig is essential as well. Try to get erda and oora def on this one seeing as dragoons and rogues are deadly to the widu/unda build.
PVE: These should focus mostly on defense and resistance, and if you’re lucky with Erda signets, you can get a +% gold gain and +% exp gain. Use def signets to top off your def at 1000 so ranch mobs only hit you for 1 dmg
